Mandate
According to Section 5 of the Presidential Decree No. 198 or the Provincial Water Utilities Act 1973, local water districts may be formed for the purpose of:
- Acquiring,installing, improving, maintaining and operating water supply and distribution systems for domestic, industrial, municipal and agricultural uses for residents and land within the boundaries of such district;
- Providing, maintaining and operating water-waste collection, treatment and disposal facilities; and
- Conducting such other functions and operations incidental to water resource development,utilization and disposal within such districts, as are necessary or incidental to said purpose.
Sagay Water District was formed by virtue of Sangguniang Bayan Resolution No. 49, series of 1979, dated July 11, 1979. It was awarded its Conditional Certificate of Conformance (CCC) No. 129 on September 12, 1980, after complying with in minimum requirements of the Local Water Utilities Administration (LWUA).

As a water service utility government corporation, the Sagay Water District operates on the principle that public service is always above profits.
